Every week we get an enquiry from a Dover terrace owner - Barton Road, Folkestone Road, Castle Avenue, London Road - asking about a home EV charger. Here is the honest answer: it depends on parking, not wiring.

The parking question

OZEV, UKPN, and BS 7671 all agree: a home EV charger needs a dedicated off-street parking space with a fixed connection. That means:

What it does not mean: parking on the street outside your house, a cable trailed across a public footway, or a solution that relies on the highway. Kent County Council's highways team enforces this, and OZEV grants explicitly do not fund public-highway solutions.

Streets where the answer is usually no

Any street where Victorian or Edwardian terraces front directly onto the pavement, with no forecourt, no side alley, and no rear-lane access. Stretches of Castle Avenue, Priory Hill, most of upper Folkestone Road, most of Barton Road on the Buckland side.

Streets where it usually works

Any property with a driveway or off-street courtyard - most of the post-war and modern Dover housing (Whitfield, Aycliffe, River, Kearsney, Temple Ewell), and a scattering of Victorian villas that had carriageway forecourts (Maison Dieu Road, Park Avenue, Astor Avenue).

UKPN G98 - the DNO bit

Assuming you have parking, the electrical bit is straightforward. Every 7kW home EV charger is covered by the G98 "connect and notify" regime - we install and then notify UKPN within 28 days. No wait, no pre-approval.

The exception: if your service is already close to its 60A or 80A rating (older service heads in the port core are often 60A), or if you want a second charger, or if you want a 22kW three-phase unit, you need a G99 pre-approval. That takes 4 to 8 weeks and can require the DNO to upgrade your service.

Cable routing on a terrace

On a Victorian terrace with a rear-lane driveway (rare but not unheard of in Dover), the cable typically runs from the consumer unit through the party wall or the coal-cellar chase, into the rear yard, and terminates at the charger on the rear wall. On a property with a front driveway, the cable can sometimes run through the meter cupboard into a front-elevation charger position - but any external cable route needs conservation-area consideration if you are in Castle Ward or Western Heights CA.

Can I add a "portable" charger without off-street parking?

A granny cable (the 3-pin lead from the car) is legally usable on a 13A domestic socket, but at 2.3kW it is slow and not intended for regular use. Running a granny cable across a public footway from your house to a car on the street is not legal and not safe. The alternatives are the public chargers at the seafront and Bench Street car parks, and DDC's on-street network.
