Landlord EICR
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require every private-rented tenancy in England to have a satisfactory EICR at intervals of no more than 5 years. The report must be given to the tenant within 28 days and to the local housing authority within 7 days on request. Dover District Council enforces this in CT16 and CT17, and non-compliance carries a civil penalty of up to £30,000.
Your EICR is Satisfactory only if there are no C1, no C2, and no FI codes. C3 codes do not fail the report. If we find a C1 or C2, you have 28 days to complete remedial work and get a written statement confirming the property is now compliant.
What we test
- Visual inspection of every accessible circuit, socket, switch, light and consumer unit
- Insulation resistance test (Regulation 643.3) - 500V DC between conductors and to earth
- Earth fault loop impedance (Ze at origin, Zs at furthest point of every circuit)
- Polarity check
- Continuity of ring final circuit conductors
- RCD operating time test (Table 41.1)
- SPD condition check where fitted
- Main bonding continuity to gas and water
Owner-occupier condition report
Not legally required, but sensible before a house move, a remortgage that asks about wiring, or an insurance claim. Same test schedule as the landlord version, priced the same.

1-2 bed flat, 4-5 circuits, modern board: from £190. 3-bed terrace or semi, 6-8 circuits: £220 to £250. 4-bed detached, 10+ circuits, garage sub-board: £270 to £320.
What are the most common EICR fails in Dover housing?
On Victorian terraces up Folkestone Road and around Barton Road: BS 3036 rewireable boards (automatic C2), missing RCD protection on lighting (C2), extended rings-with-spurs (C2), no supplementary bonding in bathrooms fitted before 2008 (C2 or C3). On post-war Whitfield estates: single-RCD split-load boards past their 10-year service life (usually a C3), and undersized main earths where the DNO service is TN-S with a 6mm earth (C2).
